Tobyhanna couple charged with forging legal agreement

A Tobyhanna couple were arraigned today on charges related to filing a fraudulent document with the Monroe County Recorder of Deeds in 2017.

Nadzhibe Barzeva, 32, and Shukri Talipov, 35, appeared before Magisterial District Judge Kristina Anzini of Stroudsburg after charges were filed by detectives from the Criminal Investigations Division of the Monroe County Office of the District Attorney.

Both are accused of forging the signatures of their former neighbors who owned property along Pinecrest Drive in East Stroudsburg on a road maintenance agreement.  That document contained the alleged signatures of four (4) property owners and the alleged notary seal of two notaries, which the couple then filed with the Monroe County Recorder of Deeds. The signatures of the property owners and the notary seals turned out to be forgeries.

Both are facing charges of forgery, uttering of forged documents, identity theft, unsworn falsification to authorities, and tampering with public records.  Each was released on $25,000 unsecured bail.

A preliminary hearing is tentatively scheduled for Monday, January 13, 2020, before Magisterial District Judge Kristina Anzini of Stroudsburg.
